The government has made a major change in the
Central Motor Vehicles Rules 2026.
Now, if your vehicle has pending toll dues,
it will directly impact your vehicle documents.
❌ If Toll Is Pending, These Things Won’t Happen
If toll dues are not cleared:
🚫 You will not get NOC
- You won’t be able to sell the vehicle
- Vehicle transfer will be stuck
🚫 Fitness certificate will not be issued
- Especially for commercial vehicles
🚫 National permit may get stuck
- Problems in running the vehicle in other states
🚫 Registration issues
- Restriction while changing state
📝 Major Change in Form-28
The government has added a new column in Form-28.
Now it will be mandatory to declare:
“There are no pending toll dues on this vehicle.”
Earlier, clearance was required for:
- Road tax
- Challans
- Legal cases
Now also required:
